1) Am I going to use it on more than one project? If yes, then I’ll think about using a Gem.

2) How do I feel? More important than I might think at times. However, I’ll see which one is working best, and it also might depend on whether I want to hack the piece as well.

We are slowly migrating plugins to gems. It’s just annoying to have zillion different versions of the same plugin. Having common repository for a plugin doesn’t help because you normally just edit one inside some project and forget about it.

The gems are easier wrt version control. Gem maintainers are responsible to only release (mostly) stable gems. Whereas ensuring a stable checkout of a submodule and be a pita.

Contrary to Tom assumption, managing gems is simpler than managing Plugins.

As proof of my statement, you can find more than 4 different ways to update your frozen plugins (if you freeze them), several ways to handle subversion externals or managing git modules.

Not only that, if you froze the plugins and didn’t keep the original repository location, you’re doomed trying to figure out from where you got that plugin.

With proper gem dependencies listed in your application, installing gems is more easy.

The only downside is depending in one gem that at the same time has 4 gems as dependencies (have seen that).

Gems in combination with Desert make a great option for managing and extending your application.

I’m definately on the side of gems. They can be targeted at a specific or general version (generally depending on how good the developers are at not breaking backwards compatibility), and frozen in an application for deployment.

I’d be more inclined to use plugins if anyone versioned them correctly, but in most cases there doesn’t seem to be any tags for individual versions, and you have to take a chance at tracking HEAD. When working on production applications, that just doesn’t seem right.

I generally prefer gems over plugins. One concern is that you can’t quite do everything the same way in a gem as a plugin (off the top of my head, you can’t automagically load rake scripts from a gem, but you can with a plugin).

Also, often times you can rig things up so that it’s installable as a plugin. I believe that mostly involves just having an init.rb to require what you need.

To shamelessly plug, if you do go with gems, I’d suggest checking out jeweler which handles gemspec creation, version bumping, and releasing on github.

I have just started using rails and it seems that deploying a project employing plugins over gems would be easier as the plugins would go with the project on deployment.
